The solution relates to the theme of the puzzle, as many of the puzzle solutions do. To say more than that would be a hint too far I think. If you can solve even half of the clues, you should be able to figure it out.

after stepping back and looking at it from a distance and reading the title of the puzzle i finally got it. Thank you for that help.

it would fit if the answer was 2 word answer. At lest the type of ruler that she was.

I got and submitted the answer. Still confused on the answer to clue 5 and the clue for 6, even though I know the answer to clue 6. lol.
Since we’re down to the wire, I’ll offer another clue for 8 that I don’t think gives it away. The literary foe thing tripped me up a bit, it’s not a single entity being referenced in the clue, it’s a group from the literature. A cabal, really. Also, it hasn’t been translated into EVERY known language, but it has been translated into over 80.
