Thoughts on Puzzle 30 : Build-Your-Own-Sudoku

I was wondering about clue number (7) , givens increase in value in rows 5 and 7, does that mean the first letter of row 7 is bigger than the last letter of row 5? or each row is calculated independently? share your thoughts
