Don’t know if you got your answer already, but the mistake is you assume there’s only one viable way to combine rules 6 and 11 which is not the case (that one got me too) and you’re most likely trying the wrong one
Thank you so much, you were absolutely right. I must have made a mistake writing the 24 possibilities out by hand. Tonight i learned how to write my first python script, and wrote a program to show all possibilities, and you were correct, there were 2 possibilities! I continued with the clues and the sudoku and can now finally say i solved this puzzle as well. Solving time 10+ hours.
